Two Level 1 Rugby Coach courses were conducted in 2009. Highly qualified coach educators from the Penguin Rugby Academy, England facilitated both these courses. The coach educators are affiliated to the both the Rugby Football Union, England (RFU) and the International Rugby Board (IRB).

The Course 2/09 held in Sandakan, Sabah marked a new milestone for the programme. The course syllabus was revamped to incorporate the IRB component and enabled the participants to sit for the on-line IRB Law test and the IRB Rugby Ready test, and the issuance of the IRB Level 1 Certificate from IRB HQ.
