This was a new initiative to empower states to manage a mini development programme. States were encouraged to conduct coaching clinics, host weekend tournaments and to organize a league within a district as a start, with support from the Programme. COBRA started this initiative with the states of Melaka and Pulau Pinang.

Melaka started off with organizing three weekend clinics involving 12 schools in the whole state. These were organized by the teachers and the State Education Department.
